Hailey Mullican, J.D.

Vice President for Legal Affairs and Chief Legal Officer

Ms. Mullican has served as vice president for legal affairs and chief legal officer since 2023.

As general counsel for The University of Texas Health Science Center at San Antonio, Ms. Mullican leads a team of experienced healthcare and higher education attorneys and staff to provide full-scope legal and strategic counsel for a large academic medical center in furtherance of its patient care, education and research missions.

Ms. Mullican has held several positions of increasing responsibility at UT Health Science Center San Antonio, also called UT Health San Antonio, beginning in 2009 when she was hired to provide legal guidance to the Joe R. and Teresa Lozano Long School of Medicine’s faculty practice plan. She was promoted to managing healthcare legal counsel for the institution in 2018 and held that position until 2023 when she was named vice president for legal affairs and chief legal officer.

Ms. Mullican holds a juris doctor degree from St. Mary’s University and a bachelor’s degree in political science from Abilene Christian University.
