Gilbert R. Loredo, JD, MPA

Vice President of Governmental Relations

Mr. Loredo is responsible for developing and managing strategies to inform, educate, and influence public policy on issues and areas of interest to The University of Texas Health Science Center at San Antonio.

He advises the president and executive committee members on legislative matters. Additionally, his team is responsible for performing legislative research, monitoring, analyzing, and evaluating legislation/issues that may impact the UT Health Science Center San Antonio, also called UT Health San Antonio, at the federal, state, and local levels. Mr. Loredo assists in identifying and developing the institution’s funding and policy priorities during legislative interims and in-session biennial legislative appropriations requests (LARs), including helping define and executing effective legislative strategies in promoting institutional priorities, drafting/editing legislative testimony/legislative brochures and other relevant legislative information.

Mr. Loredo is an experienced former legislative employee with more than 17 years spent working for the House of Representatives and the Senate of the Texas Legislature. He is a former chief of staff for a Texas state senator and was responsible for managing the office’s day-to-day operations and budget. Well-versed in local government, Mr. Loredo also spent two years working for the Bexar County Commissioners’ Court after graduate school.

Mr. Loredo holds a Juris Doctorate from St. Mary’s University’s School of Law. He also received a Master of Public Administration and a Bachelor of Arts from St. Mary’s University.
